Description
The Licensed Professional Counselors Association of North Carolina (LPCANC) was chartered in December 1995 following the successful lobbying efforts of many Licensed Professional Counselors to obtain direct reimbursement from The State Employees Health Plan managed by Blue Cross Blue Shield. Initially in 1995, the goal was to pass mandatory third party reimbursement legislation, but after witnessing the death of a similar effort by The Licensed Marriage and Family Therapy Association in the Senate Insurance Subcommittee, LPC's opted to modify their goal and settle for reimbursement for State Employees Insurance Plan. This legislation passed in the fall of 1995. This effort was the beginning of a series of successful legislative initiatives that bring us to 2006 and our accomplishment of current goal of direct enrollment for Medicaid reimbursement.
